42. Where the Tribunal has, in accordance with article 55 of the Code of Civil Procedure (chapter C-25.01), prohibited a person from instituting legal proceedings except with the authorization of the chair of the Tribunal, the application for authorization must be accompanied by that decision and the proposed legal proceeding.
